As of 2006, all new construction, new mailbox applications and major renovation sites using centralized wall-mounted USPS mail delivery are required to have a 4C mailbox system. To adhere to USPS installation requirements, your 4C Mailbox:

You must satisfy a 1:5 parcel locker to mailbox ratio requirement. If the number of parcel lockers in your mailbox installation exceeds the 1:5 requirement, smaller parcel lockers may be included.
For example – if your project requires 50 mailboxes, at least 10 parcel lockers.
STD-4C Horizontal mailboxes are USPS approved and commonly used in apartment complexes, commercial buildings, residential developments, condominiums and several other applications. When you set up your 4C mailbox, the local post office will install an “Arrow Lock.” This lock is used for the local post master to open the unit and deliver the mail. When the U.S. Postal Service delivers a package to the parcel locker, a parcel locker key is placed in the recipient’s mailbox. Once the recipient opens the parcel locker, the key is automatically retained in the lock until it is removed with the USPS control key.
